General Business Meeting
Spartanburg, South Carolina
October 10, 2007

President Rick Kalk called the meeting to order at 12:00 pm. 23 persons present

Minutes from the June 26, 2007 Greenville meeting were presented by Secretary/Treasurer Ron Roveri. Motion to approve minutes was made by Paul Crandall and seconded by Mike Parris with no discussion or corrections. Motion passed unanimously.

Treasurer’s Report was presented: Past balance of $78,422.47 from Greenville was presented. Current balance of $79,495.00 as of June 30, 2007 was also presented.

President’s Report:

President Kalk thanked those who stayed for the business meeting. He stressed the importance for every CTEA member to stay for the business meetings. Attendance should have been around 60 instead of 23. The following items were discussed:

Communication is vital to the success of the organization. Both the SCASA and SCATE web sites now contain CTEA information. President Kalk asked members to please let him know of any information that needs to be included on the web sites. Simply call or E-Mail him whenever necessary.

Committee chairs are needed. Please consider becoming a chair of a committee. More members are also needed in the following committees: Constitution/By-Laws, Historical/Archives, Professional Development, Program, and Publicity.

President Kalk stressed the need to ensure people are nominated for the all award categories. We had very few nominated last year for the awards luncheon in Greenville. He asked to please start considering possible recipients now and download the nomination forms located on the websites.

President Kalk is a member of the SCASA Legislative platform committee. He asked to please let him know of any issues you would like for him to address with the platform

President Kalk asked to please make a note of the following upcoming events: ACTE Regional Conference in the Bahamas this week. ACTE National Conference in Vegas in December. SCASA Winter Conference in Hilton Head in January. OCTE/CTEA Spring Update will be announced very soon.

President Kalk reminded all members of the importance to contribute to the LEAP political action campaign.

 

COMMITTEE REPORTS:

By-Laws/Constitution: President Kalk reported for Johnny Murdaugh that the by-laws/constitution has been posted on the web sites. The Committee is still investigating any necessary recommendations for changes to the by-laws, including the possibility of removing the hospitality committee from the by-laws.

Career and Technology Centers: Wayne Chapman submitted a committee report form that noted the project for the year is to compile a list of CATE programs offered by schools/districts. Merri Long will assist by pulling the information from the Local Plans.

Competitive Events: B.T. Martin also submitted a committee report form that noted the following: The Skills USA Student Organization has undergone major changes which will bring about changes in the way we operate our competitive events. There is in place a Policy Board that provides direction in the day-to-day operation of SkillsUSA under the leadership of Jackie Clarkson. Plans are in progress to establish a Business and Industry Board that will have the responsibility of seeking funding to help sustain the operation of SkillsUSA.

The September SkillsUSA newsletter is available online at www.skillsusa.org and provides the latest updates for upcoming events. All of SkillsUSA registration will be done online and will enhance the registration process and eliminate paperwork. The SkillsUSA Championship and Leadership events will be held at the Carolina First Center in Greenville, SC on April 17-19. A major change this year is we will attempt to house the majority of the events in the Carolina First Center and those that cannot be held there will be held in surrounding locations on the same dates.

Under the new structure there will be fewer district competitive events and more SkillsUSA State Championship Events. SkillsUSA seeks your continued support as it works through this transitional period.

Cosmetology: Sherry Rivers reported that she is still waiting on the governor’s office for approval to replace outgoing Ken Lake. There is nothing new to report.

Historical/Archives: Donna Sowel passed around a notebook with pictures of past meetings and functions. She stressed the importance of adding to this photo album at every future function. There were pictures of several members that are no longer with us and it is nice to have this album as a tribute of their contribution to this organization.

Legislative: Tammy Haile reported that herself, Allen Teal, and updated committee members would like to establish a day in February (CATE Month) to thank our legislatures in Columbia for their support of Career and Technical Education. A motion will be made in new business to increase this committee’s budget and to move forward with this initiative.

Membership: Nancy Roddy reported that her committee is in the process of obtaining a current CTEA member roster in an effort to send dues notifications to members. She will also obtain a list of the attendees of the past two days and send them an invitation to join if they are not already registered. Dr. Carroll Wates reported that CTEA lost a seat on the SCASA board due to drop in membership. We currently have only one seat due to this decline in membership.

Nominations: Paul Crandall reported that any person being nominated for the SCACTE outstanding Career and Technology Educator must be a current state and national member of SCACTE and ACTE for a minimum of three years.

Professional Development: President Kalk reported for Cynthia Pitts that this committee is in need of members. Cynthia also needs us to provide her with some ideas for professional development.

Program: James Villeponteaux reported that he will work with the state department to finalize the spring conference and post this to the web sites ASAP.

Publicity: Mike Parris reported this committee also needs more members. They are currently working towards developing a statewide brochure for Career and Technical Education. Please E-Mail Mike any pictures, information, etc. of success stories in your areas. The plan is to disseminate the completed brochures at the national policy seminar later this year.

Scholarship: Lee Green reported that he needs a representative from each region. Currently does not have a representative on the committee from region one.

 

SPECIAL REPORTS:

ACTE Region II: Kathy Bradford reported the need to post information from our region to the www.acte.org website.

SCASA: Muck reported that SCASA is waiting on information from Dr. Rex’s taskforce on the issues of funding, accountability/testing, and school choice. Muck stressed the need for all of us to establish and/or re-establish our contacts with our local legislatures. The time is critical now more than ever due to the inevitable revamp of how public education will be funded in this state in the very near future.

SDE: Wofford O’Sullivan reported that his office will work with us in any way to help with the plans for the spring conference. The possibility of changing from Santee to Florence may be considered due to the increase in attendance. Santee may not be able to accommodate the numbers. A decision will be made very soon. Discussion took place among the CTEA members present and many of us agreed that Santee would not accommodate the numbers in the spring.

 

Old Business:

Dr. Carroll Wates asked if any discussions took place concerning the awards luncheon and technology champions recognition taking place on the same day at the Summit in Greenville next summer. President Kalk stated that discussions are taking place and no decision has been made. He will keep us posted.

New Business:

Tammy Haile (Legislative Committee) made a motion to approve for her committee to move forward with the plans to establish a legislative day in February to recognize and thank legislatures for their support of Career and Technical Education. Paul Crandall made an amendment to the motion to increase the Legislative Committee’s budget from $1,000 to $2,500 annually. The amendment and the motion were passed unanimously. The amendment was seconded by James Villeponteaux.
