Secretary’s Report
Gwen Scarborough presented the minutes from the 2007 annual meeting. She also offered copies from the last two board meetings for information.
Treasurer’s Report
Cathy Shaw presented the treasurer’s report comparing the 07-08 and the proposed budget for 08-09. The operating and summer conference expenses were listed, showing an increase expected for the next fiscal year. Kathy Fudge presented to Cathy Shaw a list of outstanding checks, which were never deposited by the divisions.
The money market checking, IDA and Business Money Rate Savings accounts balances totals $86,981.81.

II Report
Region II Representative Kathy Bradford briefed
the members on the Region II meeting in the
At the national conference in
NPS – This is critical to visit the congressmen
and reinforce support for the CTE programs. Every year we are in
jeopardy of loosing our funding or being cut. Your communication
with your representatives is extremely important. During the NPS the
SC Federal Legislative Committee met with Members of Congress to
voice support for career and technical education (CTE). The Bush
Administration’s FY 2009 budget proposes zero funding for the Carl
D. Perkins Career and Technical Education Improvement Act, which
currently receives $1.2 billion.
Rep. Brian Baird (D-WA) and
Rep. Phil English (R-PA) shared the honor of ACTE
Policymaker of the Year. This award is presented annually by the
ACTE Board of Directors to nationally-recognized policymakers who
have made a significant impact on policy related to career and
technical education during the past year or extended career of
public service. Rep Brian Baird and Rep. Phil English are Co-Chair
of the Congressional Career and Technical Education Caucus. This
Caucus is a bipartisan group of Members working together to
highlight the importance of career and technical education (CTE) in
preparing a well-educated and skilled workforce in the
ACTE awarded
Congressman John Peterson (PA-5) with a Special Lifetime Achievement
Award recognizing him for his advocacy and contributions toward
career and technical education during his year in Congress.
The Association for Career and Technical Education (ACTE) today awarded WRAL News Anchor and Reporter Ken Smith with the Image Award, which recognizes a well-known individual who has brought positive attention to the career and technical education field. Smith is the inaugural recipient of the award.
The theme is “Racing toward
ACTE
invites all career and technical education students to submit their
designs for the 2009 CTE Month Logo Design Contest. In its fifth
year, the logo design contest allows students an opportunity to
showcase their skills. The theme, “CTE: Building Blocks for a
Successful Career,” will showcase national CTE Month and ACTE is
seeking a logo that captures the importance of career and technical
education and skills necessary for today’s students. The contest is
open to all CTE students and the winner of the CTE Month logo design
contest will receive a check for $250.

President’s Report
Mike Parris thanked all members for their support in making this a successful year. Highlight of the year was getting our website developed, thanks to Jerry Taylor, who made it possible “www.scacte.org”. Links to all the divisions, bylaws, and many of the happenings around the state are available.
The SCACTE Executive Director’s job description will be posted on the website. Proposals will be accepted by the applicants for the next two weeks.
The legislative breakfast was very successful. Approx 80 educators and legislators were present. The youth organization officers of several associations for students were present.

Grace Decken reminded the educators the 2008 Education and Business Summit’s theme this year is “Integrating Academics and Technology Skills for the Next Generation”. Keynote speakers include Dan Clark, Stephen Peters, Ruby Payne, Paul Nussbaum, Salome Thomas-El. Many workshops for all disciplines will be showcased. SCACTE President Bryan Albrecht will also make some remarks on Sunday evening. Division days will be as follows: Monday – SCATFACS (Family and Consumer Science), SCBEA (Business Education association), SCAAE (Agriculture), Tuesday – MEASC (Marketing), SCSN (Special needs), SCCTEA (Career and Technology Education Administrators), Wednesday – SCITA (Information Technology Association), SCTEA (Technology Education Association), SCHSTE (Health Science), SCEITE (Engineering and Industrial Technical Educators), SCCGPA (Career Guidance and Placement Association).

Legislative
Alex Martin spoke about the critical need of Perkins Funding to our legislators. Every house member and Senator is visited and they understand the importance of reauthorization of Perkins. Next year, we will have the same battle. The trip is very important.
Judy Smith presented to her division. Breakfast for the legislators was very successful during February, CTE month. Stay in contact with your state and federal legislators. If we are not heard, we can not complain.

Legislative
Judy Smith and Dennis Ely reported a “Breakfast for Legislators” was held in May. Plans are to hold this breakfast again in 2009. Everyone is urged to contact your representatives with support for CTE courses and programs.

Randy Evans provided each division with a copy of their membership roster in April. A brief discussion was held concerning coverage of the membership table at the Education and Business Summit. Volunteers assisted at the membership table to make the recruitment effort a success.
The highest percentage of division recruitment in membership will be recognized at the 2009 Education and Business Summit.
Mr. Evans commented that Criminal Justice and core academics need to be considered for a place in place/division in our association.
Constitution and By-Laws
Andy Dunn and Terry Murphy reported that the SCACTE Constitution and bylaws have been re-keyed and in electronic format available on our website.
Cosmetology still needs to submit constitution and bylaws to become their own division.

President Debbie Castles reported for her division. During the 2007-2008 school year, SCBEA had 335 members: 187 were members of the Southern Business Education Association and the National Business Education Association.

Engineering and Industrial Technology Education
Andy Dunn reported that Bill Bates has been treasurer of the division for many years. He was thanked for his service and dedication to SCACTE and EITEA. He is retiring and Terry Murphy will be the treasurer for 2008-2009.
Division Day will be Wednesday and new officers will be elected. Two scholarships will be awarded to students of division members.
The division website is on the SCACTE website. It includes scholarship information, officers, members and recruiting information. Also, links to the summit, bylaws, etc. are included.
A drill was donated for the silent auction and 800 highlighter pens to members via the membership table.

Nick Perkins reported the SCCGPA had a very

Special Needs provided an exciting “Let’s Go Fishing” basket (cooler) and tent for the silent auction that took place today at the summit. Thanks to Cheryl Roycroft for organizing this gift for the division.

Business
Ray Boland reported 66 tables were rented by vendors and friends of SCACTE. The vendors were very pleased with the accommodations and service provided by the convention center management and SCACTE. It was very successful and well attended by the conference attendees. He thanked the divisions for encouraging their participation.

Leonard Williams distributed the ballots for the election. He reviewed the nominees with the members present. The results will be posted on the website.
